The Consortium is Santa Noeta’s professional development and workforce research organization. We design the systems, study what works, and build the human infrastructure that regional transitions depend on.

The Consortium operates through three specialized divisions, each led by a senior practitioner. They work independently and in coordination — depending on what the problem requires.
Research
Santa Noeta Research
Applied research on workforce needs, program effectiveness, and the conditions that make learning transfer to real work. Led by Dr. Elena Vance: “An elegant solution to the wrong problem is an expensive mistake. Show me the data first.”
Design & Performance Improvement
Santa Noeta DPI
Instructional design and performance improvement for workforce contexts. Curriculum development, needs analysis, evaluation. Led by Marc Reyes, CPT: “Was this even a training problem?”
Innovations
Santa Noeta Innovations
AI-assisted tools, field technology, and the systems that make everything else scalable. Currently leading FlyForward’s AI field-assistant development. Led by Chloe Chen: “The tech isn’t the problem — our prompt architecture is.”

The Fellows Program
The Santa Noeta Consortium recruits graduate-level Fellows to work embedded in our three divisions. Fellows are not interns — they carry real project work, work alongside senior practitioners, and leave with a portfolio built on problems that mattered.
Each Fellow is placed in one division track — Research, Design & Performance Improvement, or Innovations — based on background and project fit. The work is regional, applied, and consequential.
Current recruitment is for the FlyForward initiative. We are looking for people who can handle ambiguity, ask the right questions before proposing solutions, and do not confuse motion with progress.
What Fellows Do
- Research track — Needs assessments, literature synthesis, program evaluation, data collection and analysis alongside SNR staff
- Design track — Instructional design, curriculum development, performance gap analysis, evaluation frameworks alongside SNDPI staff
- Innovations track — AI tool development and audit, prompt architecture, field technology deployment alongside SNI staff
Current Work
FlyForward
The Consortium’s primary current engagement is FlyForward — the zero-emission retraining initiative anchored at Santa Noeta Regional Airport (STQ). All three divisions are active on this work: Research is documenting workforce needs and evaluating training effectiveness; DPI is building and iterating on the retraining curriculum; Innovations is developing the AI-assisted field tools the maintenance workforce will use once zero-emission systems go operational.
FlyForward is funded through a regional coalition that includes the City of Santa Noeta, Santa Noeta County, and a federal workforce development grant. The Santa Noeta Consortium is the human infrastructure partner — responsible for the people side of a transition that is ultimately about people.
